At the Garden City Chamber of Commerce luncheon program on February 8, David Kapell, Exec. Director of Right Track for Long Island Coalition spoke on the benefits of Governor Cuomo's proposed Long Island Rail Road Improvement Program: Floral Park-Hicksville Expansion (formerly known as the Third Track). Mr. Kapell presented an in-depth view of the regional and local benefits of the LIRR expansion program, i.e., it would improve service and reduce delays; eliminating seven grade crossings along the corridor; major station upgrades; improving the track infrastructure and potentially provide jobs for thousands of people.   The conclusion of his talk was followed by a Q & A session in which Garden City Mayor Nicholas Episcopia offered his opinion on deficiencies in the  DEIS (Draft Environmental Impact  Statement). The luncheon proved informative while clarifying details of the proposal.
